This fatal combination of hindsight and historical manipulation overlooks the fact that nobody expected the hell of the Great War, least of all the naval planners of Italy and Austria-Hungary who were no more guilty than their counterparts in other services or other countries, pushing for a big budget and then spending it. Britain strove to maintain the blockade and, if possible, to damage the German fleet enough to remove the threat to the islands and free the Grand Fleet for use elsewhere. Eventually, fear and competition in the arms race led to various military alliances, which contributed greatly to the start of World War I. Tirpitz had no option but to consider Britain's new dreadnought building program as a direct threat to Germany. Germany added 170,000 full-time soldiers to its army in 1913-14, while dramatically increasing its navy. At the rate that Tirpitz insisted upon, Germany would have thirteen in 1912, to Britain's 16. This led to rebellions and terrorism which destablised the Balkans. Every major European power, Britain excluded, introduced or increased conscription to expand their armies.
One class of ship that appeared just before the war was the. A powerful state needed a powerful military to protect its interests and support its policies. With heavy defensive and offensive mining on both sides, fleets played a limited role in the Eastern Front. Militarism, combined with new weapons, emerging technologies and developments in industrial production, fuelled a European arms race in the late 1800s and early 1900s. The Battle of Jutland was to be the only major naval battle of the First World War, and the most significant encounter between warships of the dreadnought era. Whatever factors you believed caused the war, something or things led Britain into the war which began in central and eastern Europe. The public demanded eight new battleships instead of the four the government had planned for that year.
During the First World War, not only did senior naval officers trained in the days of sail learn to command brand new ships and weaponry untested in wartime; they also witnessed a transformation in warfare that turned the war at sea from a traditional surface encounter into a complex balancing act of defensive strategies and covert tactics involving two new and unforeseen dimensions: under water and in the air.
